New York City Fire Department (FDNY) Chief James Leonard, chief of department, and Maj. Gen. Anthony C. Funkhouser, commanding general of the Center for Initial Military Training, sign a Memorandum of Understanding between the U.S. Army and FDNY during a ceremony at the FDNY Training Academy on Randall's Island Dec. 8.
